Ms Weaver is a strategist specialising in cyber, digital and tech policy at its intersection with international relations. She is a reformed litigator and an unapologetic international law nerd.


Ms Weaver served as an Australian diplomat, before specialising in strategic cyber policy. As Director, then Assistant Secretary Cyber Affairs, Ms Weaver lead the team working with Australia’s inaugural Ambassador for Cyber Affairs. In this role, Ms Weaver oversaw the drafting and implementation of Australia’s first International Cyber Engagement Strategy; managed a five-fold expansion of Australia’s cyber diplomacy team; established and expanded Australia’s cyber capacity building program; was a founding delegate of the ASEAN Regional Forum meeting on ICT Security; and developed and delivered cyber diplomacy training for the Australian diplomatic corps. Ms Weaver now leads Australia’s delegations at the United Nations negotiating the rules of the road for states in cyberspace.
